Social Pressure and Population Growth.  Low fertility and low birth rates are increasingly seen as a problem in Europe.  BBC reports that birthrates in the former soviet republic of Georgia rose by 20% year-over-year after the   Patriarch of the Georgian Orthodox church provided a non-monetary incentive:  He personally would christen and act as godfather to any child born in Georgia to parents who already had two or more children.
